Introduction. To achieve tobacco addiction reduction requires juridical support to economic, educational, preventive and care actions. Objectives. To Identify the knowledge of valid juridical norms for tobacco addiction prevention and control and to characterize its application.
Methods. An observational, descriptive, transversal and mix study. Universe: All the agencies of the State Central Administration included in the Agreement 5570 from 2005 by the Executive Committee of the Council of Ministers, or with regulations related to tobacco addition; a proactive sample: Municipio Plaza de la Revolución, Havana. Method employed: bibliographical revisions, content analysis, questioner, interview and expert criteria.
Results. 62, 5 % of directors and legal official and 55,55% of management staff do not know about Agreement 5570/2005; 94,4 % neither knows the World Health Organization Framework Convention on Tobacco Control. 100 % of employees at sale posts know about prohibition to expend cigarettes to minors; 83,3 % sold them; the buyer physical appearance prevails as criteria to determine the age of the customer. Educational and leisure facilities were signalized, It was not the case for sport, business, shopping places and public transport. Only a minority of persons respect the smoking prohibitions.
Conclusions. There is insufficient knowledge about Agreement 5570/05 and other valid juridical norms of ministries and institutions by authorities responsible of implementing the laws; lack of exigency, control and interest concede by the management and functionaries on their dependencies, make up the fundamental reason herself outdistance
