El Manual para la Elaboración de Políticas Públicas' es el resultado de las investigaciones realizadas por el autor en el Seminario sobre Políticas Públicas que imparte el Dr. Ornar Guerrero en la Facultad de Ciencias Políticas y Sociales de la UNAM.
En él se describen los procedimientos para elaborar políticas públicas, omitiendo, hasta donde es posible, las discusiones conceptuales sobre los términos, modelos y doctrinas de estos instrumentos, con el fin de darle un carácter práctico que guíe al interesado directamente hacia la elaboración de dichas políticas.
