Design and validation of indicators for the evaluation of human milk banks in Cuba

Introduction: Human milk banks ensure that the most vulnerable children have access to pasteurised breast milk. However, there are not enough elements for a conclusive evaluation with solid evidence on their management, operation and results of their activity, which explains the need for a formative evaluation of these banks.
Objective: To design indicators for the formative evaluation of human milk banks in Cuba during the period 2021-2022.
Methods: Research was carried out on health policies and systems classified as technological development and innovation. Four evaluation criteria were used: relevance, effectiveness, efficiency and sustainability. Three workshops were held: two aimed at defining the variables to be measured by the indicators, and one for the validation of the final proposal, following the pilot study carried out in the milk bank of the William Soler Paediatric Teaching Hospital.
Results: The indicators designed demonstrated their validity, sensitivity and feasibility in their collection and calculation based on the instruments used in the evaluation, as well as their comparability between territories, which allowed for systematised and homogeneous results. These attributes made it possible to establish a baseline for periodic evaluations of the management of milk banks in Cuba. The indicators were presented in a matrix that covered the criteria, indicators and standards defined.
Conclusions: The construction and validation of homogeneous indicators with attributes allowed the measurement of the management of human milk banks, which will result in the efficiency and quality of vital services for the health of children.
