Theoretical-methodological conception for adaptation to climate change in the to climate change in the Cuban health sector for the period 2021-2030

Scientific evidence reveals an unequivocal global warming that reflects impacts on natural and social systems, particularly on the human dimension. Cuba's national policy recognises adaptation as a priority, integrates scientific results and develops contributions to mitigation. The need to solve the scientific problem of adaptation to climate change in health served as the basis for this study. The objective was to design a concept for adaptation to climate change in the Cuban health sector for the period 2021-2030. A qualitative, prospective, participatory, exploratory and inductive technological development and innovation research was carried out by means of a literature review, analysis and synthesis, documentary analysis, in-depth interview, focus group and expert consultation (Delphi method). The adaptation vision included theoretical references, premises for adaptation and dimensions of climate change effects on health, as well as three priorities, eight lines of action and nine essential components to determine monitoring indicators. The concept of adaptation proved to be relevant and feasible, reinforced the importance of inclusiveness and strategic character as distinctive and necessary characteristics of the actions, in a construct that emphasises the interdisciplinary, multidisciplinary, intersectoral and cross-sectoral approach and the preventive, reactive, corrective, prospective and proactive vision of assessing vulnerabilities, identifying options for adaptation and harnessing climate benefits. The research corresponds with the country's economic and social development policies and plans to ensure the fulfilment of the health sector's social mandate.
