Abstract

This article examines the tensions between official discourse and actual practice of United States policy toward Cuba, with an emphasis on its impact on the Cuban healthcare system. Covering the period between the administrations of Barack Obama, Donald Trump, and Joe Biden, it analyzes the evolution of political narratives, as well as the concrete actions that have influenced the development and functioning of the health sector on the island. Through the analysis of documentary sources, official statements, current regulations, and international reports, it reveals the persistence of pressure mechanisms and economic blockades that contradict the deceptive rhetoric of current US governments, which claim that their policy is aimed at “helping the Cuban people”. In particular, it addresses how these policies have affected international health cooperation, the procurement of medical supplies, and Cuba's response to global health emergencies such as the COVID-19 pandemic. The study contributes to a reflection on the contradictions and double standards of US foreign policy and its impact on human rights and public health.
