Introduction: Strengthening regulatory functions in health is essential to ensure safe, effective, and quality medicines, with the performance of professionals being a strategic element. Although continuing education is key to developing regulatory competencies, in El Salvador there are gaps in technical knowledge, regulatory updates, and transversal skills.
Objective: To design a continuing education system aimed at healthcare professionals responsible for pharmaceutical regulation processes in El Salvador, in order to develop the necessary competencies for carrying out these processes.
Method: A technological development research was carried out, supported by the use of theoretical and empirical methods. This made it possible to present a diagnosis of the initial situation, the theoretical foundation, and the development of the continuing education system. The proposal was assessed through consultation with key users and specialists.
Results: The system integrates a competency-based approach, progressive training levels, flexible modalities, active methodologies, and evaluation and accreditation mechanisms. A high degree of relevance and feasibility is evidenced, highlighting its potential as a tool for human talent management in regulatory authorities, supported by the assessment of users and specialists who reaffirm the applicability and alignment of the system with international standards.
Conclusion: The proposed continuing education system is a comprehensive and viable strategy that, through the strengthening of regulatory capacities and institutional coordination, improves human talent management and the quality of pharmaceutical processes, thus contributing to the protection of public health in El Salvador.
