Los efectos del cambio climático y su repercusión mundial sin distinción han llevado a los estados y organismos mundiales a unirse y crear estrategias para su enfrentamiento.
Los éxitos en el enfrentamiento a las situaciones de desastres están en relación directa con la voluntad política de los estados y gobiernos.
Se realiza este trabajo con el objetivo de mostrar un nuevo acuerdo global en 15 años para medir, financiar e implementar una reducción más eficaz del riesgo de desastres hacia la reducción de la vulnerabilidad y aumento de la resilencia.
