Procedure for assessing leadership characteristics in municipal managers in Havana.

Introduction: The leadership capacity of an organization has an unquestionable value in achieving its objectives. Leadership skills are those that are most valued in Latin American organizations; an effective leader improves the productivity of his collaborators, due to the ability to guide them in achieving objectives. The importance that local development has acquired requires municipalities’ boards that use science, technology and innovation to guarantee the development and for which, a participatory leadership that uses all the potential of the managers who make up the Municipalities Boards is essential. Objective: To apply a procedure that evaluates the leadership characteristics of Municipality Board managers with special attention to Health Managers in three municipalities of Havana. Methods: A mixed methodology was used through focus groups, the development of a procedure in three phases and seven steps, the preparation of instruments and the application of surveys to evaluate 22 leadership characteristics using a Likert scale of 5 categories. Results: The assessment of the 22 leadership characteristics under study of each of the members of the Municipality Board as well as the systematization of the information corresponding to the Health Managers. Conclusions: The procedure makes it possible to propose actions to improve the functioning of the organization, the development of specific training plans and take advantage of the results for decision-making in the evaluation and promotion processes of managers and their reserves.
