Contributions to decision making in the context of COVID-19 from national surveillance

Abstract

Introduction: Faced with the threat posed by COVID-19, Cuba elaborated its Confrontation Plan in which surveillance at all levels of the health system plays a fundamental role.

Objective: To identify actions during national surveillance and decisions based on these in the context of COVID-19 during the months of February to July 2020.

Methods: A qualitative descriptive study of national epidemiological surveillance actions and decisions in the context of COVID-19 was conducted. Daily national surveillance reports from the Ministerial Management Center from February to July 2020 were used as the universe.

Results: Actions to update information on the COVID-19 situation, feedback of information on the follow-up of suspect cases, results from the 7 laboratories at the national level, epidemiological surveys, action protocols and reporting of related incidents made it possible to carry out surveillance actions on travelers arriving by air and sea with priority according to the affected countries. The quality of care of cases was improved by sharing updated versions of the protocols and sending them immediately to the provincial health directorates.

Conclusion: With the updating, information feedback and incident reporting, the epidemiological surveillance from the Ministerial Management Center allowed chronologically timely decisions related to the surveillance of travelers, focus controls, triggering and improvement in the care of COVID-19 cases.
